অতিরিক্ত পরিশ্রমের ফলে শিশুরা শারীরিক দিক থেকে দুর্বল হয় আর দুর্বলতার কারণে তারা পুষ্টিহীনতায় ভোগে যার কারণে তাদের রোগ প্রতিরোধ ক্ষমতা কমে যায়। বাংলাদেশ পরিসংখ্যান ব্যুরোর হিসেব অনুযায়ী শ্রমশক্তির শতকরা ১২ ভাগই শিশু। শিশুদের একটি বিরাট অংশ শ্রমদান করতে বাধ্য হয় অর্থ সামাজিক পরিস্থিতির কারণে ।আবার এদেশের শতকরা প্রায় ২0 ভাগ শিশুই বাস করে দরিদ্র সীমার নিচে। উপার্জনের জন্য তারা ঝুঁকিপূর্ণ কাজে অংশগ্রহণ করে।
তাই আমাদের বিশ্ব শিশুশ্রম প্রতিরোধ দিবস পালন করতে হবে শিশুদের রক্ষা করার জন্য। আর এজন্যই হয়তো বলা হয়ে থাকে -
" ঘুমিয়ে আছে শিশুর পিতা সব শিশুরই অন্তরে"।
শিশু শ্রম কি
শিশুদের দিয়ে কোন কাজ করানো বিশেষ করে ঝুঁকিপূর্ণ কোন কাজ করানো কে বলা হয় শিশু শ্রম। ১৮ বছর বয়সে সকলকে বলা হয় শিশু। তবে ১৪ বছরের নিচে যাদের বয়স তাদের শিশু বলা হয় আর ১৪ থেকে ১৭ বছর বয়স পর্যন্ত বলা হয় কিশোর। আর ১৪ বছরের নিচে যাদের বয়স তাদের দিয়ে পরিশ্রম করালে তাকে বলা হয় শিশু শ্রম।
বিশ্ব শিশুশ্রম প্রতিরোধ দিবসের ইতিহাস
২০০২ সালে সর্বপ্রথম ইন্টারন্যাশনাল লেবার অর্গানাইজেশন বিশ্ব শিশু শ্রম দিবস পালন করা শুরু করে। আর এই শিশু শ্রম দিবস পালনের মূল উদ্দেশ্য ছিল শিশুদের শ্রমের শিকার হওয়া এবং তাদের দুর্দশার কথা বিশ্বের সামনে তুলে ধরা। আর এই দিনটি পালনে এই অর্গানাইজেশন কাজ করে অনুঘটক হিসাবে। ইন্টারন্যাশনাল লেবার অর্গানাইজেশন এই সংস্থাটি কাজ করে শিশু শ্রমের সবচেয়ে খারাপ দিক কনভেনশন নং ১৮২ এবং কনভেনশন নং ১৩৮ সংস্থানের জন্য সম্পর্কিত নূন্যতম বয়সের সঙ্গে।
আর ও এল ও এই সংস্থাটি এই দুই ধরনের বিষয় নিয়ে কাজ করে থাকে। ১২ ই জুন প্রতিবছর এই দিবস পালন করা হয়ে থাকে। কারণ ১২ জুন হল বিশ্ব শিশু শ্রম দিবস। শিশুদের সুরক্ষা অধিকার ও ঝুঁকিপূর্ণ শ্রম প্রতিরোধে লক্ষে। জাতিসংঘ শিশু অধিকার সনদ অনুমোদিত হয় ১৯৮৯ সালের ২0 নভেম্বর। আন্তর্জাতিক শ্রম সংস্থা আইএলও ১৯৯২ সালে শিশু শ্রম বন্ধ করতে কর্মসূচি হাতে নেয় এবং প্রতিবছর বিশ্ব শিশুশ্রম প্রতিরোধ দিবস হিসেবে পালন করে আসছে ২০০২ সালের ১২ই জুন থেকে।
শিশু শ্রমের সংখ্যা
আন্তর্জাতিক শ্রম-সংস্থা বা আই এল ও এর তথ্য মতে, সারাবিশ্বে প্রায় ১৫২ মিলিয়ন শিশু নিয়োজিত আছে শিশু শ্রমের সাথে। এদের মধ্যে বিপদজনক কাজে নিয়োজিত রয়েছে প্রায় ৭২ মিলিয়ন। তবে ২০০০ সাল থেকে শিশু শ্রমের সংখ্যা হ্রাস পেয়েছে ৪ মিলিয়ন। আর সম্প্রতি এই বছরগুলিতে শিশু শ্রমের সংখ্যা হ্রাস পেয়েছে প্রায় দুই তৃতীয়াংশ। আন্তর্জাতিক শ্রম সংস্থা বা আই এল ও এর তথ্য মতে ১৬৮ কোটি শিশু শ্রমের সাথে জড়িত যাদের বয়স ৫ থেকে ১৪ বছর এবং তাদের অধিকাংশই কাজ করে
পুরো দিন জুড়ে।
তারা স্কুলে যেতে পারে না এমনকি তাদের কোন খেলার সময়ও নেই। এইসব শিশুগুলো চরম দরিদ্রতার সাথে যুদ্ধ করে নানা বিপদের মধ্যেও তারা কাজ করে থাকে। আন্তর্জাতিক শ্রম সংস্থার সর্বশেষ তথ্য মতে, বিশ্ব প্রতি ছয় ৬ জন শিশুর মধ্যে তিন জন শিশু শ্রমজীবী, দুইজন গৃহকর্মের সাথে জড়িত এবং একজন শ্রমিক হিসেবে কাজ করে থাকে। তবে বিশ্বের বেশিরভাগ দেশেই যেসব শিশু গৃহকর্মীর কাজ করে তাদের কোন সুরক্ষার ব্যবস্থা নেই।

বাংলাদেশে ও একটি বিশাল সমস্যা হল শিশুশ্রম। বাংলাদেশ একটি উন্নয়নশীল দেশ তাই এ দেশের অধিকাংশ শিশুকে বাঁচতে হয় জীবনের সাথে লড়াই করে। যেসব শিশু দরিদ্র পরিবারে বেড়ে ওঠে তাদের সবচেয়ে বেশি শ্রমে নিয়োগ করা হয়। কারণ তারা মনে করে শিশু শ্রম একটি লাভজনক প্রক্রিয়া আর এর প্রধান কারণ শিশুদের কম পারিশ্রমিক দিয়ে অনেক কাজ করানো যায়। আর এতে প্রতিনিয়ত শিশুদের মৌলিক অধিকার ক্ষুন্ন হয়। বাংলাদেশ সরকারি তথ্য মতে, শ্রমজীবী শিশুর সংখ্যা ৭৯ লাখ।
এদের মধ্যে গ্রাম অঞ্চলে কাজ করে ৬৪ লাখ এবং শহর অঞ্চলে বিভিন্ন শ্রমের সাথে নিয়োজিত আছে প্রায় ১৫ লাখ শিশু। আর এদের মধ্যে ৪৫ লাখ শিশু বিভিন্ন ঝুঁকিপূর্ণ কাজের সাথে জড়িত। এদের মধ্যে ৩২ লাখ শিশু এক সপ্তাহে কাজ করে প্রায় ১৪ ঘণ্টা এবং ১৩ লাখ রয়েছে প্রায় ৪৩ ঘন্টা এবং তারা বিভিন্ন ঝুঁকিপূর্ণ কাজ করে থাকে। এসব শিশুরা কাজ করে বিভিন্ন হোটেল রেস্তোরাঁ, গৃহকর্ম, ইট ভাঙ্গা, নির্মাণ কর্ম, রিকশা ভ্যান চালানো, শিল্প কারখানা, বাণিজ্য এলাকা, ট্যানারি, জাহাজ ভাঙ্গা, পরিবহন সেক্টর, কৃষি, লোহা কাটা এবংবসত বাড়িতে কাজ করে থাকে।
এছাড়াও বিভিন্ন মাদক উৎপাদন, পাচার, পর্নোগ্রাফি, যৌনকর্মী ও দাসত্বের শৃঙ্খলে আজও কিছু সুবিধাবাদী লোকের কাছে এসব শিশুরা বন্দী হয়ে আছে। আন্তর্জাতিক শ্রম সংস্থার তথ্য মতে, সারা বিশ্বে প্রায় লক্ষ লক্ষ ছেলে বা মেয়ে শিশু শ্রমের সাথে জড়িত। তাদের পর্যাপ্ত শিক্ষা, স্বাস্থ্য, অবসর এবং তারা তাদের মৌলিক অধিকার থেকে বঞ্চিত। আর প্রতিনিয়ত তাদের অধিকার এভাবে লঙ্ঘিত হয়ে থাকে।আর এসব শিশু শ্রমের অর্ধেকেরও বেশি মুখোমুখি হয় নিকৃষ্ট রূপের।
শিশুশ্রমের বিরুদ্ধে আইন
বাংলাদেশে ২০১০ এ জাতীয় শিশু শ্রম নিরসন নীতিতে বলা হয়েছে, বাংলাদেশে ২০০৬ সালে শ্রম আইনের ৪২ নং ধারায় বলা হয়েছে শিশু ও কিশোরের সংজ্ঞা। এবং তৃতীয় অধ্যায়ে ৩৪ থেকে ৪৪ এ শিশু কিশোরদের নিয়োগ সংক্রান্ত বিষয় উল্লেখ করা আছে। আর এইসব আইনে আনুষ্ঠানিক কর্ম ক্ষেত্রে শিশুশ্রম রহিত করা হয়েছে। এই আইনে আরো বলা হয়েছে, শিশুদের ঝুঁকিপূর্ণ কাজের তালিকা বিভিন্ন সময় গেজেটের মাধ্যমে প্রকাশ করবে।
এবং ঝুঁকিপূর্ণ কোন কাজে শিশুদের নিয়োগ দেয়া যাবে না। তবে বিশেষ ক্ষেত্রে শিশু বা কিশোরকে নির্দিষ্ট কর্ম ঘন্টার জন্য হালকা কাজে নিয়োগ দেওয়া যাবে তবুও তার চিকিৎসকের প্রত্যানকৃত হলে শর্তাধীনে নিয়োগ দেয়া যাবে। বাংলাদেশের সংবিধানের শিশুসহ সকল নাগরিকের মৌলিক অধিকারকে স্বীকৃতি দেওয়া হয়েছে। সংবিধানিক ও আইনগত অবস্থানে ও একথা বলা হয়েছে।

সংবিধানের ১১, ১৪, ১৫, ১৬, ১৭, ১৮, ১৯ এবং ২০ নং অনুচ্ছেদে রাষ্ট্র পরিচালনার মূলনীতি অংশে শিশুদের জন্য বাধ্যতামূলক প্রাথমিক শিক্ষা সহ শারীরিক ও মানসিক প্রতিবন্ধীদের জন্য বিশেষ ব্যবস্থা গ্রহণ উদ্যোগের উপর জোর দেওয়া হয়েছে।সংবিধানের ২৭, ২৮, ২৯, ৩১, ৩৪, ৩৭, ৩৮, ৩৯, ৪০ ও ৪১ নং অনুচ্ছেদে মৌলিক অধিকারের নিশ্চয়তা প্রদান করা হয়েছে। এতে নিষিদ্ধ করা হয়েছে জবরদস্তি মূলক শ্রম।এবং আইনগত পতিকার পাওয়ার নিশ্চয়তা রয়েছে অধিকার ক্ষুন্ন হওয়ার ক্ষেত্রে।
বাংলাদেশ স্বাধীনতা লাভের পর অর্থাৎ ১৯৭৪ সালে বাংলাদেশের শিশু এবং শিশু অধিকার সংরক্ষণ আইন প্রবর্তিত হয় ১৯৭৪ সালের ৩৯ নং আইনের মাধ্যমে। এই আইনের শিরোনাম থেকে বোঝা যায় যে, এই আইন শিশুদের সম্পর্কে এবং শিশুদের প্রাধান্য দিয়ে করা হয়েছে। আর এই আইনের শিশুদের সংজ্ঞা, তাদের বয়স, তাদের অধিকার, পরিধি, শিশুদের সম্পদের হেফাজত, দেওয়ানী ফৌজদারী মামলার ক্ষেত্রে শিশুদের রক্ষাকবচ সহ সকল কিছু আলোচনা করা হয়েছে।
শিশুদের শ্রমের অন্যতম কারণ হলো বাংলাদেশের অর্থনৈতিক দুরবস্থা। গ্রাম থেকে মানুষ শহর মুখী হওয়ার মূল কারণ হলো সামাজিক অনিশ্চয়তা, কাজের অপ্রতুল সুযোগ। এছাড়া ও মৌলিক চাহিদা পূরণের অভাব রয়েছে যার কারণে মানুষ দিন দিন শহর মুখী হচ্ছে। এছাড়াও প্রতিনিত নদী ভাঙ্গন, খরা, বন্যা, জলোচ্ছ্বাস এবং ভূমিকম্পের মতো প্রাকৃতিক বিপদের কারণেই মানুষ কাজের তাগিদে শহরে আসছে।
আর এ সকল প্রাকৃতিক বিপর্যয় শিশুদের ঠেলে দিচ্ছে শিশু শ্রমের দিকে। এছাড়াও অশিক্ষা এবং শিশুশ্রম সম্পর্কে সচেতনতার অভাবের কারণে শিশু শ্রম দিন দিন বৃদ্ধি পাচ্ছে। তবে আশা করা যায় ২০২৫ সালের মধ্যে শিশু শ্রম বন্ধ করা যাবে বলে সবাই আশাবাদী।

বিশ্ব শিশু শ্রম দিবস পালনের তাৎপর্য হলো শিশু শ্রম নির্মূলের উপায় ও শিশু শ্রমের সমস্যার দিকে মননিবেশ করা। সারা বিশ্বে শিশু শ্রমের জন্য বাধ্য করা শিশুদের মানসিক ও শারীরিক সমস্যা সম্পর্কে সচেতন করে তুলতে হবে। তাদের বিভিন্ন ক্ষতির কারণ সম্পর্কে সচেতন করে তুলতে হবে। বিশ্বের জাতীয় ও আন্তর্জাতিক পর্যায়ে বিভিন্ন সংগঠন কর্তৃক তাদের সচেতন করে তুলতে হবে। শিশু শ্রম দিবসের গুরুত্ব শিশুদের সামনে তুলে ধরতে হবে।

এছাড়া ও সরকার বিভিন্ন খাতে বিনিয়োগ কারী নাগরিক, সমাজ, শ্রমিক সংগঠন তথা লক্ষ লক্ষ মানুষের কাছে শ্রম দিবসের বার্তা পৌঁছানোর লক্ষ্যে এই দিবস পালন করা হয়। এছাড়াও শিশু শ্রমিকদের সাহায্যে এগিয়ে আসার জন্য এ দিবস পালন করা হয়ে থাকে। এমন অনেক শিশু রয়েছে যারা তাদের শৈশব হারিয়ে ফেলে অনেক অল্প বয়সেই। তারা শিক্ষা ও স্বাস্থ্যের অধিকার তথা মৌলিক অধিকার পায়না।

প্রত্যেক বছরই বিশ্ব শিশু শ্রম দিবস পালিত হয় এবং বিভিন্ন বিষয়বস্তু স্থির করা হয়। ২০১৯ এর প্রতিপাদ্য বিষয় ছিল "শিশুদের ক্ষেতের কাজ নয় - বরং স্বপ্ন পূরণের লক্ষে কাজ করা উচিত"। ২০২০ সালে ছিল কোভিট নাইন্টিন ১৯ আর এই বছরের প্রতিপাদ্য বিষয় ছিল "শিশু শ্রম থেকে শিশুদের রক্ষা করুন এখন এর প্রয়োজন সবচেয়ে বেশি"। ২০২১ এর প্রতিপাদ্য বিষয় ছিল "করোনা ভাইরাস পর্বে শিশুদের সুরক্ষা"।

শিশু শ্রম ২০২২ বিরোধী দিবসের সূচনা করেছিল। আর এই বছরের প্রতিপাদ্য হলো "শিশুদের হাতে হাতুড়ি নয়, তাদের হাতে কলম আর বই থাকুক"। আর এ বছর শিশু শ্রম দিবসের প্রতিপাদ্য বিষয় হলো "সবার জন্য সামাজিক ন্যায়বিচার শিশু শ্রমের অবসান ঘটান"। দেশের উজ্জ্বল ভবিষ্যতের জন্য বিশ্ব শিশু শ্রম প্রতিরোধ প্রত্যেকের কাছে গুরুত্বপূর্ণ। বিশেষ থিম হল "ইউনিভার্সাল সোশ্যাল প্রটেকশন টু এন্ড চাইল্ড লেবার"।
শিশু শ্রম দিবস পালনের জন্য শেষ দুই দশকে বেশ অগ্রগতি হয়েছে এবং শিশু শ্রম অনেকাংশ কমে গেছে। যদিও সময়ের সঙ্গে সঙ্গে গতি কমেছে এবং কখনো বন্ধ হয়েছে তবে ২০১৬ সাল থেকে ২০২০ সালে এই সময়ে শ্রমিক হিসেবে প্রায় ১৬০ মিলিয়ন ও এর বেশি সংখ্যক শিশু কাজ করছে। এবং দুঃখের বিষয় হলো তাদের মধ্যে পাঁচ বছর বয়সী শিশু ও রয়েছে।
বিশ্ব শিশু শ্রম দিবসের বিশেষত্ব
বিশ্ব শিশু শ্রম দিবস পালন সরকারসহ দেশের সকল সুশীল সমাজকে গুরুত্ব দিতে হবে। এই দিবস পালনের সামাজিক অংশীদার এবং অন্যান্যদের সমর্থন থাকতে হবে। আন্তর্জাতিক শিশু শ্রম তথ্যমতে, ২০২০ সালে শুরুর দিকে ৫ বছর বয়সী প্রতি ১০ জন শিশুর মধ্যে শ্রমের কাজে যা মোট পরিসংখ্যানে দাঁড়ায় প্রায় ১৬০ মিলিয়ন। আর এদের মধ্যে ছেলের সংখ্যা ৯৭ মিলিয়ন এবং মেয়ের সংখ্যা ৬৩ মিলিয়ন। আফ্রিকা মহাদেশে শিশু শ্রমের সংখ্যা সবচেয়ে বেশি। আফ্রিকা দেশে রয়েছে প্রায় ৭২ মিলিয়ন শিশু শ্রমিক।
